How to password protect network (internet) access/connession?

Hi,

I'd like to write a small program to password protect any network
(especially internet) access connection.

So whenever a service, program, application tries to connect/access internet
it will ask for a password...

Could you help me please?

It's not really a 'small program' requirement. You are talking about a
personal firewall kind of application. There are number of such products
already available. Google for it.
